Negotiations with the participation of the presidents of Ukraine, Russia, France and the German Chancellor on the resolution of the conflict in the Ukrainian east have been completed in Paris.
During the meeting of the Normandy Four, the parties agreed on a complete and comprehensive ceasefire by the end of 2019, the press service of Volodymyr Zelensky reports.
The participants in the talks will support the development and implementation of an updated demining action plan and the creation of three additional disengagement sites by the end of March 2020.
They called on the Trilateral Contact Group to facilitate the release and exchange of detainees related to the conflict before the end of the year, based on the principle of “all for all”.
It is planned to agree on new border crossing points within 30 days, primarily on the basis of humanitarian criteria.
At the same time, the OSCE Special Monitoring Mission must have safe and secure access to fully implement its mandate throughout Ukraine.
The parties expressed interest in reaching agreements in the Normandy format (H4) and the Trilateral Contact Group on all legal aspects of the Law on the Special Status of Certain Areas of the Donetsk and Luhansk Regions. They also agreed to incorporate the Steinmeier Formula into Ukrainian legislation, respectively, with the version agreed upon by the Normandy Four and the Trilateral Contact Group.
The next meeting in this format, devoted to political and security conditions, including the organization of local elections, is scheduled to take place within four months.
