Lukashenka signs decree defining liability for nuclear incidents at Belarusian NPP


On January 14, Alyaksandr Lukashenka signed Decree No. 15 “On Liability for Nuclear Losses”. According to his press service, a mechanism is being established to financially ensure liability for damage that may arise during the use of atomic energy.

The decree defines the limit of responsibility of the Belarusian Nuclear Power Plant for damage in the amount of 150 million special drawing rights (SDR) for one nuclear incident. Insurance of civil liability is established as a form of financial support for the responsibility of the BelNPP operator.

Special drawing rights – an artificial reserve and means payment that is issued by the IMF. The exchange rate on January 15, 2019, for example, will be 3.0145 Belarusian rubles for one SDR.

The provisions of the document define the conditions for carrying out insurance activities related to the Belarusian NPP. In addition, the requirements for a liability insurance contract defining nuclear losses are defined.

“The adoption of the Decree will allow Belarus to fulfill its obligations in the field of civil liability for nuclear losses, financial guarantees to protect the rights and legitimate interests of citizens, legal entities, objects of the natural environment,” the press service noted.
